When I see a beautiful girl I have the urge to stare at her.  I think a lot of men have the same urge.  The problem is she is unlikely to want to be stared at.  Some women enjoy turning mens heads but nobody likes being stared at.  It's OK to take a look at someone and smile at them but staring is likely to be counterproductive.
